The National Association of County and City Health Officials (NACCHO), a national organization representing approximately 2,800 local health departments (LHDs) nationwide, has an immediate opening for a Program Analyst, Medical Reserve Corps. POSITION SUMMARY
Program Analysts are responsible for providing professional support for programmatic and internal activities, including implementing, coordinating, and promoting project activities; identifying and responding to member and team needs; assessing policies and programs; and providing senior level administrative support, as needed. Program Analysts have a foundational understanding of public health principles and practices and familiarity in their designate area of work.
Program Analysts typically report to a Senior Program Analyst or Director. Program Analysts can complete projects or components of large scale projects/programs with moderate supervision. A Program Analyst has frequent contact with outside organizations, NACCHO members, or other NACCHO staff regarding project coordination, implementation, and promotion.
Program Specific Information
The Medical Reserve Corps (MRC) is a network in the U.S, of community-based units initiated and established by local organizations to meet the public health needs of their communities. It is sponsored by the Office of the Assistant Secretary for Preparedness and Response (ASPR). The MRC consists of medical and non-medical volunteers who contribute to local health initiatives. The MRC provides the structure necessary to pre-identify, credential, train, and activate medical and public health volunteers. NACCHO’s MRC Program through a cooperative agreement with the Program Office, serves as an essential partner providing challenge awards, core competency and leadership training directly to units and LHDs throughout the nation.
POSITION SPECIFIC DUTIES • Informs and supports program and project development, implementation, coordination, promotion, and evaluation using knowledge and experience in areas of specialization. • Performs day-to-day task management associated with assigned projects and supports the completion of project deliverables, such as writing and disseminating reports/briefs, creating and updating Web content on project websites, coordinating and planning meetings, developing and analyzing surveys, tracking and monitoring project activities, and sharing information with local health departments and other NACCHO partners and stakeholders. • Assists in implementing the project monitoring and evaluation plan, including developing tools such as surveys and interview guides, collecting qualitative and quantitative data, analyzing and synthesizing data, and disseminating summary information internally and externally. • Contributes to long-term project and strategic planning. • Contributes to the development of concepts, strategies, practices, and procedures to improve the efficiency and effectiveness of program operations and capabilities. • Communicates with local health departments and other external partners and stakeholders at the local, state, national, and federal levels. • Supports the operation and management of NACCHO workgroups, which includes planning and overseeing meetings, supporting the workgroup chair, providing or coordinating technical and capacity building assistance; and drafting policy statements. • Contributes to the development of presentations, scientific posters, and exhibits to share and promote project findings at professional and public meetings and conferences. • Supporting communications staff to share and promote internal activities and public health news relevant to designated area of work. • Serves as liaison to NACCHO members and partners and communicates regularly with these groups regarding funding opportunities, conferences and trainings, and other information related to designated area of work. • Supports the provision of technical and capacity building assistance to local health departments and other partners and stakeholders at the local, state, national, and federal levels. • Supports the development, coordination, and implementation of trainings, facilitated meetings, and events for local health departments and other partners and stakeholders at the local, state, national, and federal levels. • Represents NACCHO at external meetings and conferences related to their designated area of work. • Assists project staff in other duties as assigned.
Unit/Program Specific Duties • Assess preparedness-related activities at MRC and LHDs across the country, and identify needs that can be addressed through the NACCHO eLearning Program • Develop, assemble and distribute project-related reports, articles and education materials/tools in collaboration with advisory committee members, other staff, task forces, and other project or program partners • Provide direct professional support and assistance to other MRC program leads involving direct contact with internal and external customers and stakeholders • Performs functional work activities of moderate or higher difficulty and complexity involving research, analysis, writing, project coordination, program evaluation and customer service activities • Identifies, recommends and/or develops systems and system specifications to support technical requirements for programs, activities and functions, and coordinates integration with IT and contract support teams • Recommends and provides guidance in areas of specialization. Contributes to the development of concepts, strategies, practices and procedure to improve the efficiency and effectiveness of program operations and capabilities • Communicates with local and state representatives (MRC and LHD) by phone, email, listserv, etc. regarding meetings, funding opportunities, etc. • Works with high level of autonomy to develop project management tools (i.e., MS Project tracking sheets and other ad hoc requests), manages progress and status updates, and executes tasks/deliverables related to pertinent tasks for the Medical Reserve Corps (MRC) Workgroups, MRC Special Project Awards, MRC Recognition Awards, and other projects • Assists the MRC Program Director to develop and manage templates for proposals, reports, and MRC sub-projects (i.e. Capacity Building awards, meeting/planning, fiscal tracking, etc.) • Provides ad hoc policy analyses and support for the public health preparedness topics as requested • Independently coordinate and facilitate programmatic meetings, conference calls, and other venues which bring together NACCHO preparedness workgroups and committees including developing agendas and writing minutes • Serve as project lead and perform all day-to-day tasks associated with assigned projects. This may include establishing/supporting advisory groups, writing and disseminating reports/briefs, updating web content on project websites, and serving as primary point of contact for members and partner agencies • Work with local health department representatives to write success stories and stories of impact based on responses to the assessment tool disseminated to LHDs • Supervise information technology personnel’s work on project activities • Work independently with other staff to explore opportunities to promote products and tools to Federal, state and local partners • Coordinate the development of internal standard operating procedures • Interface through written and verbal communication with local health department program management staff • Apply working knowledge of the US Public Health System specifically at the local level and to carryout day to day responsibilities and duties • Apply knowledge of all-hazards preparedness issues at the local, state, and federal levels in the development of meetings, conference calls, and other related activities • Other duties as assigned • Travel may be required.
EDUCATION/EXPERIENCE/SKILLS • Bachelor's degree in relevant professional field with a minimum of 2-5 years of relevant experience and/or advanced technical training; or equivalent combination of education and experience, including a relevant certification. Masters and/or a professional degree in a relevant field preferred. • Experience working with Articulate Storyline and Learning Management Systems. • Experience working with Adobe Connect, Adobe Presenter, and Net-Forum a plus.
Knowledge • Knowledge of a public health principles, practices, and policies within area of specialization. • Knowledge of association or membership organization environments. • Intermediate knowledge of Microsoft Office programs, specifically Word and Excel.
JOB CLASSIFICATION Full-time, Non-Exempt, TERM: This position is considered Fiscal Year term, however it is a mission critical role. NACCHO will continually strive to maintain funding for all positions. HIRING SALARY RANGE: $29.99 - $34.87 hourly, commensurate with experience.
