The VHA National Center for Organization Development (NCOD) is responsible for implementing and supporting national organization improvement activities. It is the recognized expert in change management, working in teams, psychological safety, and organizational health through its many initiatives. NCOD designs, administers, and analyzes measures of organizational performance of work groups at the facility, VISN and National levels. Primary responsibilities of this position include but are not limited to: Implements and supports organizational improvement activities within the VHA NCOD Office. Designs, administers, and analyzes measures of organizational performance on the national, VISN, facility and work group level. The incumbent offers continuous assessment services to the organization and to employees including expert knowledge of psychometry, vocational assessment, 360-degree assessment, 180 assessments simulations, coaching and mentoring and the implementation of individual development plans. Assists in the development, implementation, training, maintenance, and process improvement as it pertains to Consulting Service's Coaching, Executive Development, and Action Focused Consultation programs. This includes the responsibility of having a working knowledge of NCOD's consulting process and working with the Action Focused Consultation Lead and Director of Consulting to enhance the development of products and services to maximize resources /human capital so we can best serve our employees and our clients. Partners successfully with executive management to accelerate strategy implementation and change to build leadership talent and fuel future growth, enhance organizational performance and serve as an assistant in accelerating learning across the organization. Selects, trains and disseminate a library of tools for use by HQ, VISNs, Facilities and individuals for the purpose of continuous assessment in a web-based environment. Performs work in the management and administration of organization development and continuous assessment. This includes the development of measurement concepts and tools including written tests, coaching and mentoring methods to assess and facilitate candidates' readiness for executive leadership, methods for measuring and assessing experience, performance based recruitment and interviewing (current job achievement), employment references, employee attitudes, etc. These concepts and tools are applied in the recruitment, selection, and retention of employees, and in employee training and development, employee-management relations, performance evaluation, job analysis, and similar personnel management processes. Delivers highly skilled professional services and serves as resource to executive leadership, other psychologists, and NCOD staff members. The incumbent works with full professional responsibility for their actions and advice. Performs management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects, or board or committee-related work. Manages and/or prepares responses to correspondence in an organization; and/or acts as a liaison or handles the communication with persons and/or groups within and outside of the organization.
